Barjamovich 2013 Mesopotamian Empires, p. 127, defines the concept of empire in in deliberately very broad terms: “Any type of larger territorial state that held political hegemony over several cities and kinship groups or tribes through military power, formed a supranational elite, and developed a sense of state ideology distinct from that of the individual communities it controlled.”
